Pursuant to due call and proper notice, a meeting of the City of Wolverton Council was held on July 10, 2018 in Council Chambers in the City of Wolverton, MN. The meeting was called to order by Nancy Olthoff at 6:15 P.M. Council members present: Geoff Zibell, Eric Anderson, and Chad Erickson.

Absent: Lisa Pool
Also Present: Joe Charon, Les & Shirley Ament, Alice Stewart, Deb Price, Duane Nelson and Adam Pool

Presentation:
Duane Nelson stated that the alley by his house is in very poor condition and inquired as to the policy on maintenance on the alleys within town. This has been discussed previously and the city has been looking at purchasing a box for the tractor. This will be discussed more this evening.

The other citizens present stated their concerns about the mosquitos being bad in town and the fogger not working properly. The council has been looking into aerial fogging options and has previously looked into purchasing a new fogger. Along with the city purchasing a new fogger, citizens need to make sure they are helping control the mosquitos in their yards by not having standing water and maintaining grass height. This will also be discussed more this evening.

Minutes: Geoff Zibell moved to accept the June 13, 2018 meeting minutes. It was seconded by Chad and carried, all in favor.

Bills & Claims: The checks and bills were reviewed Chad Erickson moved to accept the bills & claims. It was seconded by Eric and carried, all in favor.

Overdue Utilities:
All three have made a payment.

Correspondence:
Affidavit of Candidacy forms were received and must be completed by anyone who wishes to be a candidate for mayor or city council.

Engineer/Water/Sewer:
1. John needs to purchase a new weed eater. He provided a sales book from Sturdivant’s with price information on a Stihl brand commercial weed eater. Additional attachments can be purchased in the future as well. Eric Anderson moved to approve this purchase. It was seconded by Geoff and carried, all in favor.
2. John contacted Dakota Fence for park fencing. A 10 x 50 piece is $800. He will gather a couple more cost estimates.
3. We need an additional quote for replacing the impellers at the sewer lift station. Electric Pump was about $8,000. ND Sewage and Pump will give a quote; however, it will be a $275 fee for them to come and pull out the pumps and review the project. Geoff Zibell moved to approve paying this fee. It was seconded by Chad and carried, all in favor.
4. John provided two estimates for adding the electric for an additional campsite. One estimate was $500-$750 and the other was $1,175. This will be reviewed again in the coming months.
5. John would like to cut down trees on Schley Ave and the one North of the hall. This was approved by the council
6. Discussion regarding the purchase of a new fogger. Chad Erickson moved to approve the purchase of a new fogger in the price range of $3,500-$4,500. It was seconded by Eric and carried, all in favor. John will get it ordered this week.
7. Discussion regarding the purchase of gravel for the alleys. John will call Turner Sand and Gravel and order class five gravel. Then use the tractor to disburse and level in the alleys. Chad Erickson moved to purchase 12 yards of class 5 gravel. It was seconded by Geoff and carried, all in favor.
8. Reviewed prices for a road grader attachment for tractor. Will discuss with John further on if there is any other equipment that the city needs.

Fire Department: Eric and Matt went through some equipment. It doesn’t appear that there is any interest to hold the Fall Festival this year.
Still waiting to hear from Sabin Fire on the service contract.

Rescue: Currently only Calvin is able to respond to calls.

Parks:
1. Kickball cancelled this week due to the heat.
2. Chad indicated that fund from the Celebration fund have been donated to the city.

Streets:
1. Eric is still working on getting street lights fixed. John will contact an electrician as well.

Mayor/City Clerk:
1. Jessi stated the Nadine Julson Accounting in Wahpeton quoted approximately $5,000 to $5,500 to complete an audit. We’ve been paying substantially more with Eide Baily. This will be discussed again once closer to the end of the year.
2. New owners of the Rasmussen lot are planning to eventually build a bar and grill.

Planning Commission: No Report.

Office of Tourism: No Report.

Municipal Business Development: None

New Business: Shirley inquired about a city email list to share information, notices, etc. We can possibly do this through a signup on our website. We will look into it more.

Old Business: None
