Minutes of Wolverton City Council Meeting
Pursuant to due call and proper notice, a meeting of the City of Wolverton Council was held on August 10, 2022. The meeting was called to order by Chad Erickson at 6:15 P.M. Council members present Geoff Zibell, Joshua Jensen, Jess Nelson, and Luke Kratzer.
Absent: None
Also Present: Randy Englestad-Houston Engineering BRWD, Meryl & Steph Miranowski, Tim Fox, Lyle Hovland, Christine-BRWD
Presentation:
Randy-There was some legal hold ups on the project so now we are ready to get back at it. Houston now has permission from all landowners to land boring tests. Testing is scheduled for August 22nd as of now. They will also review the riverbank. Once they have geotechnical data a more firm plan will be put into place. Hoping to have this report in September. Some area landowners have made comments in regard to the sewer station and the current levy boundaries. Working with DOT on 75 and the railroad tracks. They would look at filling the coulee but would be working with all property owners. MN Legacy grants possibly available for beautification parts of this project such as walking paths, picnic areas, etc. The settlement agreement needs to be reviewed for what area needs to all be protected. Plans will be revised once the testing and modeling is completed. Houston would like to come back in October with updated information. What is drawn up as of a year ago had a projected cost of $2-4 million. Hoping to open bids in fall of 2023 with project to start in 2024.
West Central Initiative-Rebecca Peterson Director of Development. Presented information about what their organization does in communities including grants, and scholarships. They raised funds to plant 2 apple trees in all of their 82 communities so they would like to plant 2 in Wolverton this fall.
Calvin Anderson would like information on building a house in town. Advised him to fill out the permit and submit to the council with detailed drawing of his project and the proposed placement on the lot.
Minutes:
a. Geoff Zibell moved to accept the July 2022 minutes. It was seconded by Josh and carried, all in favor.
Bills & Claims:
a. Geoff Zibell moved to accept the bills & claims. It was seconded by Jess and carried, all in favor.
Utilities:
Certified letters were sent. O’Dell letter that has to be making enough to at least be making progress towards reducing the bill.
Correspondence: Shared with the council. Reviewed complaint about the dogs in apartment #2. 6 dogs, leaving messes, no leashes, dogs jump on other residents. Send a letter to residents and a copy of the apartment.
Engineer/Water/Sewer:
a. Water & sewer good.
b. Water tower was cleaned on 8/3/22. They were concerned with cutting the cable off the top of the water tower with the wind so working on another option
c. Thein Well is ready to finish the well so working on setting up Hammond and electrical.
d. Weed eating, trimming branches spraying weed and mosquito spraying
e. Ordered enough mosquito spray for the remainder of the year.
f. August 17th in Wadena for training.
g. One hold with MRWA for hydrants, water shut off’s and sewer reviewing.
h. Basketball hoop is up.
Parks:
a. Next community event will be dodge ball again on August 23rd 7:00 p.m.
Streets: No Report.
Mayor/City Clerk:
a. 2 council members and mayor spot open for election. Need Affidavit of Candidacy forms by the 15th.
b. Work on 2023 Budgets for September.
c. The condition of the inside of the apartment building was brought up. Chad will bring up to the board that runs the apartment to discuss further.
Municipal Business Development: No Report.
Motion to Adjourn: on August 10, 2022, by Geoff Zibell. It was seconded by Luke and carried, all in favor. Chad Erickson declared the meeting adjourned. The next Wolverton City Council Meeting will be held on September 13, 2022.
