Minutes of Wolverton City Council Meeting

Pursuant to due call and proper notice, a meeting of the City of Wolverton Council was held on January 13, 2026. The meeting was called to order by Jessica Nelson at 6:15 P.M. Council members present were Josh Jensen, Frank Israelson, and Shawn O’Dell.

Absent: None

Also Present: None

Presentation:
Kellen Grub and Frank Stuemke from AE2S- Clay, Norman and Polk county have now formed the West Central Regional Water district. Completely voluntary to connect to rural water. They provided a handout. 6 rural water districts in MN right now. In the past there was free government helpers that helped small towns build their water systems. Now all these systems are getting old. Regional water systems are now forming to replace these old systems. They’d like the city to approve a resolution that does not commit the city to anything but just shows that we support further exploration of rural water in our area. Frank Israelson moved to accept and approve Resolution 845 supporting the further exploration of rural water. It was seconded by Josh and carried, all in favor.

Randy from Houston Engineering. Not a lot of changes. Franks old place and Missy Nelson’s wells will need to be moved and they’ve gotten permission to do so and to do some staking. Looking to start some construction in 2026. Levy lines are currently about the same as the map we were currently given in the past. Currently looking at doing a land swap to compensate for some of the NRCS wetland area that is needed for the levy. A large pile of dirt will be made on the West side of town to settle the ground where the pump station will be. That pile will sit there for 6 months. Ideally construction will be completed in 2027 or 2028 depending on when they get started.

Kris Bakkegaard-FM Diversion-Agreed with Randy’s presentation and construction getting started this year. He will try to have his team give us road closure updates for both around Wolverton and Comstock so that we can share with the community.

Kyle Johnson to discuss the ordinance violation letter he received. Storage container has been painted he said the previous mayor recommended siding it, but he does not agree with doing that. All trailers are currently licensed with lifetime licenses. He does currently have one vehicle that is inoperable, but he does have parts to fix it and it will be the stepdaughter’s car for when she has her license. Mayor Nelson explained that the council required that he make that shed look like a typical shed.

Minutes:
a. Josh Jensen moved to accept December 2025 minutes. It was seconded by Shawn O’Dell and carried, all in favor.
Bills & Claims:
a. Josh Jensen moved to accept the bills & claims. It was seconded by Shawn O’Dell and carried, all in favor.
Utilities: None

Correspondence: Reviewed – Josh and Jessica will be attending the meeting at the county.

Engineer/Water/Sewer:
a. Water and Sewer have been good.
b. Working on year end numbers

Parks: None

Streets:
a. Streetlights have been fixed. Remaining ones will be repaired in August.
b. Ask Courtney to take down the Christmas lights. Frank will help coordinate with the elevator.

Mayor/City Clerk:
a. Violation letters were sent.
a. Josh talked to Brian. He did get everything cleaned up but now they may need to come back because where he was storing everything, he can no longer keep anything there.
b. Reviewed yearly resolutions 839, 840, 842, ,843, and 844 Josh Jensen moved to approve the resolutions it was seconded by Frank and approved.
c. Reviewed yearly resolution 841 designating an acting mayor. Frank moved to appoint Josh as the acting mayor. It was seconded by Shawn and approved.
d. Council Position- Need to find someone to appoint to fill the position.
e. Resolution to declare a vacancy for a city council position. Josh Jensen moved to approve the resolution, it was seconded by Frank and approved.
f. Reviewed a letter from the City of Crosslake addressed to all mayors discussing current condition of the State of MN.
g. Jordan Rasmussen notified Jessica that the Republican Cacus will be at the Wilkin Environmental Center on February 3rd at 7:00p.m. if anyone would like to attend.
h. Discussed having Courtney do sidewalk snow removal if needed.
i. Josh ran into a member of the Friesen family. They stated that they plan to keep the property but do not intend to do anything with the house.

Municipal Business Development: None

Motion to Adjourn: Shawn O’Dell moved to adjourn January 13, 2026, it was seconded by Frank and carried, all in favor. Frank Israelson declared the meeting adjourned. The next Wolverton City Council Meeting will be held on February 10, 2026.
