Pursuant to due call and proper notice, a meeting of the City of Wolverton Council was held on April 9, 2019 in Council Chambers in the City of Wolverton, MN. The meeting was called to order by Nancy Olthoff at 6:15 P.M. Council members present: Geoff Zibell, Chad Erickson, Duane Nelson and Lisa Pool.

Absent: None
Also Present: Jean Luke from Eide Baily, Sheriff Rick Fiedler, Wilkin County Attorney Carl Thunem, Bruce Albright and other members of Buffalo Red River Watershed District, Steve & MaryAnn Olthoff, and Eric from Houston Engineering.

Nancy read Resolution #787 Appointing Duane Nelson to fill the vacant council position. Lisa Pool moved to approve the resolution. It was seconded by Chad and carried, all in favor. Duane took his Oath of Office.

Presentation:
Jean Luke discussed the 2018 audit and reviewed the Executive Summary. We were given a “clean” audit which means no issues were found.

Buffalo Red River Watershed District requested to attend our meeting to discuss the diversion. Bruce Albright stated that the BRRWD is also contesting the permit given by the DNR to the FM Diversion as they had questions in regard to the 54 conditions noted on the permit. The FM Diversion has also applied for a permit with the BRRWD. The watershed district is currently reviewing the application and how it fits into their rules. They are looking at if they do approve a permit if it could have conditions that the FM Diversion Authority would need to pay for protection for the areas affected by the diversion, Wolverton being one of those areas. Lots of discussion was had. The BRRWD does have upcoming meetings. They try to keep their website up to date with meeting information as well. At this time the BRRWD is just wondering if Wolverton is interested in looking at any permanent flood protection options. The council agreed that yes, we are interested in ideas.

Rick Fielder attended the meeting and presented the 2019 police services contract. In 2018 we had 9 more calls than in 2018. Our bill also went up by $539. The new Wilkin County Sheriff’s office dog “Leon” also was present.

Carl Thunem presented a Resolution which allows him to prosecute minor crimes done in city limits at no expense to the city. Nancy read the resolution. Chad Erickson moved to approve the resolution, it was seconded by Lisa and carried, all in favor.

Minutes: Geoff Zibell moved to accept the March 6, 2019 and March 25, 2019 meeting minutes. One correction was made in that Eric moved the end of March. It was seconded by Chad and carried, all in favor.

Bills & Claims: The checks and bills were reviewed Geoff Zibell moved to accept the bills & claims. It was seconded by Lisa and carried, all in favor.

Overdue Utilities:
Discussed 2 shutoff letters were sent.

Correspondence: Reviewed and accepted the gravel quote from Turner’s for 2019. One complaint was reviewed in regard to the number of dogs owned by one resident as well as them barking. Jessi will mail out an ordinance violation letter.

Engineer/Water/Sewer:
1. Water samples have been good.
2. Has been pumping water down by the campground as the culvert is still froze.
3. Campground is reserved for the whole summer.
4. The new water control panel has been working really well.
5. Discussed adding an additional electric hookup in the campground.
Fire Department: We need to review and discuss the service contract.

Parks: Discussed having kickball again this summer. Possibly looking at some new ideas.
Eagle Valley Church would like to use the park shelter/ball diamond on June 26th for an event.
Discussed having a “Wolverton Day” since we don’t have the fall festival.

Streets: Discussed street grading. Duane is going to follow-up on a road grading idea. Look at the culvert that isn’t opening this summer to see if it is damaged.

Mayor/City Clerk:
1. Discussed what to do with the sand bags. John will use some around town and the remainder will be given away.

Motion to Adjourn: on April 9, 2019 by Chad Erickson. It was seconded by Geoff and carried, all in favor. Mayor Nancy Olthoff declared the meeting adjourned. The next Wolverton City Council Meeting will be Tuesday, May 14, 2019 at 6:15 pm.
