Minutes of Wolverton City Council Meeting
Pursuant to due call and proper notice, a meeting of the City of Wolverton Council was held on October 11, 2022. The meeting was called to order by Chad Erickson at 6:14 P.M. Council members present Geoff Zibell, Joshua Jensen, Jess Nelson, and Luke Kratzer.
Absent: Jessi Kappes
Also Present: Randy-Houston Engineering, Christine Altrichder-Buffalo Red Watershed, Dennis Larson-County Commissioner, Amanda Nelson, Missy Nelson, Mark Nelson, Brian Hoefs, Michael Nelson, Calvin Anderson, Nancy Olthoff
Presentation:
a. Houston Engineering:
1. They have completed the soil borings. It will take a bit to get all the sample results back. This will determine how close the dike can go to the river. He expects to have these back at the earliest mid-November.
2. MOU Settlement had a conference call. We cannot go 1 mile as that would require additional dump station.
a. Diversion wants to stick to previous diagram
b. Settlement agreement and MOU have different statements regarding the levee limits.
c. Main barrier to filling ditch is storm drains at the elevator.
d. The city will need to sign an agreement once the levy has been permanently drawn up for the levy alignment once soil info comes back.
e. The levee can be altered after completion but at the cities expense.
f. If we want to alter the path of the levee, we will need to have a strong need to do so.
g. Final elevation of levy to 500-year flood mark plus 1’ above.
i. Most optimistic timeline of starting the project is 2024, but this is unlikely.
b. Brian Hoefs:
1. Would like to convert his shed to a 2-stall garage attached to house. Was told he would need a survey done.
c. Calvin Anderson:
1. Submitted his building permit
Minutes:
a. Josh Jensen moved to accept the September 2022 minutes. It was seconded by Luke and carried, all in favor.
Bills & Claims:
a. Jess Nelson moved to accept the bills & claims. It was seconded by Josh and carried, all in favor.
Utilities: Certified letters were sent.
Correspondence: None
Engineer/Water/Sewer:
a. Soil pile at campground-John to check with Blilies and Turners to remove.
b. Hydrant at bank is leaking-will be fixed before winter.
c. City well-Working on running power and getting the system to run smoothly between both wells.
d. Hydrants will be flushed; John will put an update on Facebook when he is going to do this.
Parks: NONE
Streets:
a. Discussed Speed limit sign and Park sign going west on Park Ave or Kids at Play around park.
b. Snow Removal-Need to see if Jeff is willing to do so again this year.
Mayor/City Clerk:
a. Discussed switching meeting dates. Meetings will stay on the 2nd Tuesday of every month.
b. Discussed cost of living increases for John and Jessi. Geoff Zibell moved to do a 5% increase starting November 1st. It was seconded by Josh and carried, all in favor.
c. Discussed sending past due utilities to taxes. Geoff Zibell moved to do so. It was seconded by Josh and carried, all in favor.
Municipal Business Development: No Report.
Motion to Adjourn: on October 11, 2022, by Geoff Zibell. It was seconded by Josh and carried, all in favor. Chad Erickson declared the meeting adjourned. The next Wolverton City Council Meeting will be held on November 2, 2022.
