Minutes of Wolverton City Council Meeting
Pursuant to due call and proper notice, a meeting of the City of Wolverton Council was held on October 13, 2021. The meeting was called to order by Chad Erickson at 6:15 P.M. Council members present: Geoff Zibell, Luke Kratzer and Lisa Pool.
Absent: None
Also Present: Brad Strand, Cathy Affield, Steve Arnhalt, numerous community members
Presentation:
Brad presented information on the proposed referendum.
Minutes:
a. Geoff Zibell moved to accept the September 2021 minutes. It was seconded by Luke and carried, all in favor.
Bills & Claims:
a. Geoff Zibell moved to accept the bills & claims. It was seconded by Luke and carried, all in favor.
Utilities:
1 past due new statement was sent
Correspondence: Was shared with the council
Engineer/Water/Sewer:
a. Troubles with the lift station. Quality Flow was out today to check it. There was a small break in one of the floats. John will replace it. Low power issues which have been a problem in the past. They
b. MRWA here three times
c. MDH here two times
d. Hawkins here twice
e. 2 campers still left
f. All the annual water samples sent in
g. Had to do two hard resets on the well because of power outages.
h. Discussed Hydrant repairs that have been done and those that still need to be done. Repairing the one across from the elevator parts were about $800. To have a company come in and rebuild them would be about $2,000 a piece if we had a company come in. John will work on fixing the other broken hydrants.
i. County will be mowing their lot across from the elevator going forward.
j. We need to contact the State Highway Department about cutting down the willow tree.
k. City Well- Lisa talked to Thein about waiving the late fee and the temp vs. permanent well. If we commit to them now to have the work done
l. Read Resolution #806-A resolution authorizing the issuance, sale and delivery of a $50,000 General Obligation Water Revenue Note, Series 2021A. Lisa Pool moved to approve the resolution. It was seconded by Luke and carried, all in favor.
m. Discussed putting in a permanent well. Advantage to doing it now is that we are getting the materials at a much lower cost since Thein purchased everything prior to the large increase in prices. Project cost will be roughly another $85,000. Water utility fee will need to be increased. Geoff Zibell moved to apply for an additional $85,000 loan with MRWA. It was seconded by Lisa and carried, all in favor.
Parks:
a. Lisa stated that Scheels had good and great options for a basketball hoop. Scheels will cover some of the cost of the basketball hoop and we will need to put some in to make it the great option. Discussed which option would be the best. We will pursue a pole that will be drilled into the concrete.
b. Dog park-tabled until next meeting.
Streets:
a. Snow removal-Chad contacted the guy from last year. They will be doing Wolverton township this year as well. He quoted $300 a time. He will email us something to review for the November meeting.
b. Discussed putting up a snow fence for the South side of town. Chad and John are contacting the Nelson’s to get permission to do so.
Mayor/City Clerk:
a. Did the first reading of Ordinance #71-An Ordinance Providing for the Disposal and Abatement of Public Nuisances caused by Abandoned, Junked, or Inoperative Vehicles both ordinances.
b. Did the first reading of Ordinance #72-An Ordinance Promoting and Protecting the Public Health, Safety and General Welfare by providing for the Regulation of the care and plating of trees and Providing for the Regulation and Removal of Certain Trees and Diseases Affecting Trees and Establishing Procedures for Removal Thereof and Providing Penalties for Violations Thereof.
c. Fee schedule and ordinances will be approved in November.
d. No one has heard any further complaints on the dog violation from last month.
e. Chad discussed a previous complaint with a resident about noise and vehicles and asked that they be respectful of hours in which they engage in louder projects.
f. Budgets are being worked.
g. Resolution was reviewed for appointing a council member in the future.
h. Read Resolution #807-A Resolution Declaring appointment of City Mayor. Geoff Zibell moved to approve the resolution. It was seconded by Luke and carried, all in favor.
i. Job descriptions/reviews-Reviews should be done on an annual basis. Lisa will put together a review sheet. Council will review bi-weekly reports on maintenance.
Planning Commission: No Report.
Office of Tourism: No Report.
Municipal Business Development: No Report.

Motion to Adjourn: on October 13, 2021 by Geoff Zibell. It was seconded by Luke and carried, all in favor. Chad Erickson declared the meeting adjourned. The next Wolverton City Council Meeting will be Tuesday, November 9, 2021 at 6:15 pm.
